Gary Perlin, Chief Financial Officer(CFO), Senior Vice President the World Bank
Mr. Gary Perlin is currently Senior Vice President and CFO of the World Bank, a position he assumed in February 1999. He has overall responsibility for the financial management of IBRD and IDA, including Controller's , Financial policy and Risk management and Treasurer's. He also chairs the Asset and Liability Management Committee and the Pension Finance Committee. Mr. Perlin was formerly Vice President and Treasurer of the World Bank, where he was responsible for managing risks and returns on the Bank's $200 billion balance sheet, including investment assets of $40 billion and annual borrowings and swaps of over $20 billio. Mr. Perlin rejoined the World Bank after a 15-year hiatus, having begun his career there in 1975-1978. In the interim, he spent 4 years on Wall Street and over 11 years at Fannie Mae. For 8 years he served as Senior Vice president - Finance and Treasurer of Fannie Mae, directing a capital markets borrowings and risk management program of over $200 billion per year. A US national, Mr. Perlin was educated at the Georgetown University School of Foreign Service, the London School of Economics and Princeton University's Woodrow Wilson School of Public and International Affiars.Lemma W. Professor Senbet is internationally recognized for his widely cited contributions to corporate and international finance, which have appeared in such journals as Journal of Finance, Journal of Business and Review of Financial Studies, etc. He has been elected twice to the Board of Directors of the American Finance Association, and has been the past President of the Western Finance Association. Professor Senbet has been a consultant for the World Bank, the IMF, the United Nations, and various governmental agencies in the US, Canada and Africa on issues relating to corporate finance, capital market development, financial sector reforms, banking regulation, globalizaion and institution design.David Berson Chief Economist, Fannie mae
Mr. Berson is Vice President and Chief Economist at Fannie Mae. In this capacity, he is responsible for managing the Economics Department, forecasting and analyzing the economy, interest rates, and housing and mortgage finance markets, as well as advising Fannie mae's chairman and Operating Committee on finance, economics, tax, and housing policy issues. As a principal member of the Corporate Development Division, he is a senior participaant in the company's strategic planning process. Mr. Berson is a past-president of the National Association for Business Economics(NABE), recently served on NABE's Board of Directors, and has been onthe Board of Governors of the National Economists Club. Dr. Berson is a frequent speaker on national and state economic outlooks, housing and mortgage market conditions, and economic and housing policy to the media and to business and housing groups. Prior to joining Fannie Mae, Dr. Berson was Senior Economist at the US League of Savings Institutions, CHief Financial Economist at Wharton Econometrics. Mr. Roulier is responsible for the IFC's global banking line of business which fosters economic development by lending to and investing in privately owned banks in transitional and developing countries. From 2/98 until earlier this year, he served as a manager in the World Bank's Special Financial OPerations unit working with IMF to assist the Indonesian authorities in designing and implementing a financial sector reform program. His project experience includes extensive work in China and Indonesia. Before joining the World Bank in 1993, Mr. Roulier worked as a consultant on regulatory compliance and directors' liability and as a commercial banker with responsibilities for multiple industries in diverse geographic areas. He served as an EVP at a regional bank. Mr. Roulier was admitted to the NY Bar Association after receiving his J.D. degree from NYU's School of Law (1974). He also holds a Masters in International Affairs from Columbia University (1977) and attended Harvard's Advanced Management Program at the Graduate School of Business (1988). His studies included extensive focus on Chinese history, culture and law.
